Cowpoke

This device at Smith’s Tavern is a cowpoke, which is a wooden collar that helped prevent cows from getting under or through a fence.  The loop part of the device goes around the cow’s neck so the wooden shaft hangs down between the cow’s front legs; the horizontal block of wood would be against the cow’s chest.
