Mystery Brass Measuring Tool

This tool at Smith’s Tavern is a mystery.  It is made entirely of brass, which side is up or down is uncertain as both ends having different type of hanging hooks.  It is composed of a tube connected to a round cylinder that has a sliding round port cover. Could it be a type of scale?
