Liquid Skimmer

This tool at Smith’s Tavern is a tin cream skimmer or strainer.  These handy strainers were used to remove cream off the top of the milk.   There is no definitive handle just a narrower piece of the tool that would be held by the user.  

 

It has a hole for hanging for drying and storage.
